So this summer I selected a top-setting onion that was flowering, and I hand-pollinated it with many other top-setting onion flowers, and watched it closely to set seed. They didn't develop seeds that I could see, but the ovary swelled and turned into what looks just like any other bulbil on a top-setting onion except a pistil was sticking out of it instead of a leaf-tip. So I planted them.
