Minnie, I figured I would move the mulch out of the way, loosen the soil a bit with a matic, plant the soaked seeds, and cover them back up with the residue. I have a small enough plot that we could do it by hand.

I recommend looking into research by Hida Manns, especially in an agricultural setting. There is probably something there. I use no-till but don't grow too many grains. Usually mulch has broken down sufficiently in my garden by spring to plant seeds but if that's not the case, I have been known to rake the top part of the soil. This also rejuvenates lost reseeders.
