There are restrictions in SoCal on movement of date palms due in part to insect problems and disease problems. I wouldn't be surprised if there were also other types of restrictions.

You can sometimes grow date palms from the seeds of commercial dried dates. I did that when I was a teenager, and here in Antwerp we sometimes find feral date seedlings in the neignborhoods were a lot of Mediterranean people live. They don't survive our winters and don't get very big though. Also, they need more than a year to germinate sometimes...

I distinctly remember seeing a feral date palm on one of my trips into NYC, growing out of one of the public flower planters just below Grand Central (I also remember seing a small pot palm (not a date) outside some cafe in that area that was producing fruit)
