Up here, they usually rest from fall to spring, and would never start flowering soon after winter solstice. I think the plant is even reduced to its root so it can't see if nights are long or not. They do need this period of rest to induce flowering when growth take over the second year. Thats pretty much the same here,been a little bit further from the equator than where T is means i never have any of my parsnips bolt before there first winter,during that winter they sit there still with green foliage and its now that they are coming away for flowering.

Well, I gave half the parsnips a week under a black plastic bin. They looked a bit startled when I opened them to the sun again, but have just resumed growth like their siblings, not a sign of flowering - back to the drawing board. T
