Not all variegated plants start out as non-variegated seedlings. That much I know. There are two, maybe more now. genes for variegation in African violets. One is cytoplasmic, showing up in seedlings where the seed parent had it. The other is temperature dependent. It shows up when homozygous when the temperature is right. Both vary due to other genes in the plant. I'm curious about your variegated peppers. Did the variegation come from a variegated pepper variety like Fish Pepper? Or is it a mutation in your peppers?

Do Fish Pepper seedlings start out variegated or do they start out green like yours?

Fish plants can always be identified after they develop 2 or 3 true leaves. Fish variegation is not the same phenotype as "splash of cream" type tomatoes, but is similar.
