The Chinese like many things to have a glutinous quality - rice, chestnuts, corn, sweet potatoes and others that don't come to mind at the moment. When they are referring to something being glutinous, they are referring to the mouth feel of the item, which is a consequence of the sugar, starch and protein content, but most importantly the temperature at which starch gelatinization occurs. For example, in chestnuts, the ideal glutinous chestnut has starch gelatinization occurring below 60 degrees C, so that the starches will break down easily.
When eating rice, corn etc by themselves, the glutinous varieties are often preferred. For cooking with other food items, such as in a stew, the Chinese may prefer those varieties with higher gelatinization tempratures since they tend to hold together better during the cooking process.
