The largest garlic in my garden this year produced a scape which (to my knowledge) went straight from sending up a scape to a flowerhead. I honestly do not recall it having bulbils? Could it be the timing with the heatwave that caused this? I think yes... The balance between bulbils and flowers in garlic seems to be highly sensitive to temperature.

The leave/grass like shoots you are seeing are the clove tips. I get many plants like this. Also get many 'multi-scaped' bulbs.

I've seen new shoots emerging from my garlic occasionally. If I remember correctly, this was most common in a year where we had heavy rains in early summer, when the garlic should have been dying back. The phenomenon was most noticeable in my softnecks, which actually began turning green again... upon harvest, some of the larger cloves had split into several smaller smaller ones. The hardnecks which sent out new shoots formed divided bulbs.
