I'm trying to grow an oat variety that I obtained in a store. Seed germination in the ground has been zero. I suspect that the grains have had a germination inhibitor applied to them. Putting grains on blotting paper in a petrie dish has gotten some grains to germinate. I've planted these out and have a few lonely plants. I'm looking to grow out to produce enough seed for a trial next year so I'd like to add to those lonely plants.
Is there anything besides soaking that will break/remove the inhibitor?

I don't know but you could put a bunch of seed in a stocking/net bag, suspend it in a toilet cistern and every time it gets flushed, more of the inhibitor gets washed away.

Health food store. I think I'll try some GA-3 as well. I just need enough to get a bit of untreated seed for next year. Then I'm away.

What does this oat have that makes you want to grow it?
