But do they produce bulbils with out a scape? If so then how? Soft-necked garlics form scapes (flower stalks) under certain growing conditions. The bulbils and/or flowers grow on a stalk. The stalk might only be an inch tall, and it might not even emerge from the leaf whorl, but it's still there.

hello Richard, noticed this in some of my soft neck garlic the season before last - didn't take any photos though. Yes they are visible after harvest. Here's a link to a thread in another forum with photos forums.gardenweb.com/forums/load/allium/msg0603583032605.html?5I kept the bulbils and replanted them but it didn't occur in any of my softnecks last year - it may have been triggered by stress, previous winter was colder, snowed more.
